EPA RLF Remediation: Former Textile Mill, Oneida County, NY

The former textile mill is located at 510-514 W. Liberty Street in Rome, Oneida County, NY. The site covers approximately 0.87 acres and includes a two-story, 9,500 SF brick building. Originally constructed in 1935, the property has housed textile manufacturing, an auto repair shop, and office spaces. It has remained vacant since 2010 and was acquired by the City of Rome through foreclosure in 2018.

Environmental assessments identified contamination from past industrial uses, including petroleum products, volatile organic compounds (VOCs), and metals exceeding state safety standards. A 300-gallon underground storage tank (UST) of unknown condition also presents a risk. Mohawk Valley EDGE’s EPA Revolving Loan Fund will be used to remove asbestos-containing materials (ACM) and demolish the structurally unsound building.

Once remediation is completed, the site is expected to be redeveloped for commercial use, with potential for a restaurant, grocery store, brewery, or office space. This project aligns with Rome’s broader revitalization efforts, enhancing economic growth and community engagement.
